Project Engineering Manager – construction

This is a Full-time position in Portland, OR posted July 26, 2021.

MWH Constructors, a national leader in heavy civil construction of water and wastewater facilities, is currently seeking a construction focused Project Engineering Manager to lead members of our Centralized Engineering Group based in Portland, OR.

Regional and national project travel may be required as necessary.

Selected individual will provide technical support to project management and project supervision staff to ensure construction work is performed efficiently, on schedule and in accordance company policy and engineering standards.

This person will oversee the review of design plans and bidding documents and may assist in the development of cost estimates.

They will also evaluate contractor bids, answer questions regarding the scope and/or timing of the project and oversee construction progress and scheduling.

Essential Functions * Work in a manner to ensure your personal safety and that of fellow employees by following the company health and safety guidelines and policies.* Communicate clearly and concisely, both verbally and in writing.* Provide oversight with team’s support of subcontractor procurement and management, package development, material and equipment procurement, submittal review, quantity takeoffs, document controls, material purchases, deliveries and inventory, and project controls.* Ensure team prepares and disseminates all required documentation records such as materials and equipment submittals, status reports, punch list items, sketches of work already completed, material requirement calculations, etc., to the appropriate stakeholders.* Interpret design/drawings for contractors that are installing the work.* Prepare drawings and sketchings to support construction work, temporary works, work method statements, change orders, estimates, etc.* Take the lead in resolving construction problem/issues and provide mentorship/direction to subordinate staff on actions taken.* Research and recommend resolutions to drawing interpretation problems, conflicts, interferences, and errors and ensure RFI s are initiated and followed through to resolution.* Implement project controls for record keeping and distribution of correspondence, technical records, and other project documents.* Assign and provide direction to subordinates on the following tasks: review of all incoming correspondence and initiating action, recording of the weekly and monthly project site meeting minutes, reviewing and processing the Contractor s pay applications, reviewing of the project schedule, processing RFI s and producing weekly and monthly construction progress reports.* Establish and maintain working relationships with owners, agencies, subcontractors, corporate management, inspectors, etc., providing customer service to develop long-term partnerships with client base.* Ensure project management systems are maintained up-to-date and accurate.* Manage the submittal and RFI process electronically.* Work on/provide oversight for multiple projects simultaneously.* Take the lead on contractor claims review and analysis, provide direction on the preparation and management of claims and change order records.* Other duties as assigned.

Basic Qualifications * Bachelor s degree in Construction Management, Civil Engineering or related field; equivalent combination of experience, skills and training may be substituted* Minimum 10 years relevant construction experience in water/wastewater operations and demonstrated performance on projects $100M+.* Working knowledge of construction equipment techniques, drawings and specifications, building materials, and required standards applicable to discipline.* Ability to interface and communicate effectively with others.* Outstanding organizational skills: experience recording, tracking and managing data from across multiple disciplines and projects.* Outstanding written and oral communication skills: experience interacting with internal staff and clients, clients, and subcontractor staff members of all levels.* Able to work independently, take direction from multiple group leaders, and coordinate with the Construction Services Director on a daily basis.

Preferred Qualifications * 20-25 years of construction, design, and management experience/knowledge on heavy civil industrial projects.* Prior experience in water/wastewater treatment plant construction is preferred (i.e., filtration, clarification, chemical addition) in order to be able to recognize design inconsistencies, schedule progress and or extra work.* Process mechanical or electrical experience.* Familiarity with Project Management data base systems such as Primavera Contract Manager, Expedition, SharePoint, etc.
